Hp smart web printing does not appear any where

I installed the program at least a dozen times. It is no where to be found except in Control Panel.Programs. There is no >> in my Command Bar it is already expanded. Do you think you can help.

Are you saying that it don't work with IE 8 ? Because it was there at one time.
