Retail version will only activate using a Retail key. The product key that came with your PC, and is printed on the COA sticker, is an HP OEM product key and that can not be used to activate any Win7 version other than the HP OEM version.
Since your PC came with a preinstalled HP OEM version of Win7, and that is NOT available for download its better to restore your PC using HP Recovery Media.

Edit:- If you are having any Recovery CD which had shipped with your laptop then use it to recover the windows else check if there is any recovery media downloadable present for you laptop on the below link(use your laptop model no):

Already tried that. It says "The product key you entered appears to be for software pre-installed by the device manufacturer. Please contact the device manufacturer for software recovery options."
