Question HP Z600 strange beep code

I recently bought a V1 hp z600 with 2 xeon e5506s, i have checked nearly everything on the computer including replacing the mobo, gpu, ram. the power supply shows a green light which means its ok, but everytime i start it up i get no display, no keyboard or mouse LEDs and a beep code that doesnt repeat- 1 long, long pause and 3 long beeps after. i have searched everywhere for this code and couldnt find it. not sure what to do now.
 
I believe the LED they are referring to is the power LED. It apparently doubles as a diagnostic LED when needed.
I presume you've perused the manual already? Starting at page 154.

Have you tried disconnecting everything peripheral from the board? Drives, mouse, KB, etc.
Using a single CPU?
Using a single stick of RAM?
 
i have tried everything other than a single cpu config, how is that setup? also on the power button i see no led.
If the power led isn't on the button itself, is there another power lite that is on when the PC is powered up?

AS to the CPU, if you have two in use now, remove the 2nd one. By 2nd, I mean the one that would not be there if using a single CPU. Consult the manual for that info.
 
the only led on the front is the hard drive LED, which blinks green. i tried to use 1 cpu and got no display, no beeps, nothing. not sure what to do now

UPDATE: after using the stock HP ram, reseating the psu and unplugging all the fans, i was greeted with a different beep code. the 1 long at the start is the same, but now it is 5 long beeps that repeat. i read that this could signify RAM failure, but after trying a pair of ADATA XPG ram- 1 stick in each slot, i still get 5 beeps, same as with the stock hp ram.
