Do you know what the previous PSU was? I would assume it was a HP OEM PSU which would be very low quality, no guarantees that the previous PSU didn't damage other components with it.

You say the issue disappears when the HDD is removed? Every possibility this got damaged in the process.
Have you tried the HDD in another PC?

So you tried a completely different HDD in the same PC and the issue comes back?
If that's the case, try a different SATA cable and a different SATA port.
There is every possibility the previous PSU could have damaged the MB.
Yes same issue.no I connect only power wire no sata cable only power wire come this issue again .

Then the MB could well be damaged by the previous PSU.

4 beeps on a HP Z800 indicates a power failure.

Advice would be to find the faulting device and replace it, so you may want to try a completely new SATA cable if you haven't already, and then a new HDD in the PC to see if the issue repeats.

If the issue repeats regardless then you would probably find the MB could be damaged, then I would replace that. Following that it can be the PSU - but being as that works fine without the HDD installed, and it is a new Toughpower series, it is less likely.

Just to verify the cheap solutions also ,whilst I suspect it won't make any difference, you may want to get a new CMOS battery. But I do severely doubt this will make any difference.
