Question HP Z840 and RTX 2080 TI - Low Performance

Hello,

I've installed an RTX 2080 TI in my HP Z840 workstation, but I suspect I'm getting lower performance than expected.
A benchmark in Rome 2 Total War gives me an average of 45 FPS on the highest settings, 2560x1440 resolution.

I haven't done any other benchmarks, but while playing other games I often feel I should be getting better performance.

Is this expected performance, or should I be seeing a higher FPS?

I'm running 2 x Intel Xeon Processor E5-2637 v4 @ 3,50 Ghz.
Power supply is at 1125W if I remember correctly.

Max GPU temp is at 83c.
CpU temp not tested yet.

I did run this benchmark (Time Spy) which looked ok.

Some games are automatically set with v sync on, check the Nvidia 3D settings/Programs/(game). Also try using Performance in the settings instead of quality, this will push you card to boost.

The game may not be able to utilize both Xeon's effectively.
