HTPC for parents

Hello everyone, I'm trying to build a HTPC for my parents. They're mainly going to use it to watch some shows. Maybe some light gaming (browser games).
The build should be sub $400 (USD). mITX and it's gonna be running some android emulator or android os. What would you recommend for that? Preferably free or pay once no subscription.
The preferred case should be slim like a ps4 and not a cube.
I don't have a copy of windows so that should be included in the price. Mouse, keyboard and TV/monitor not needed.

Keeping it 'sleek' makes it a little difficult to keep it below budget - most 'cheap' HTPC cases don't look very good, and won't necessarily fit in a livingroom environment.
