Are you talking about the taskbar in Windows 7, or a toolbar as an add-on to your IE? If the Windows 7 taskbar is missing, it is likely just hidden. To show the taskbar again simply run your cursor over the last place you saw it and unhide.

If you are missing a toolbar from IE, do you happen to be running IE in No add-on mode. If you are, the toolbars you have added will not show up. You can check if you are running IE in no add-on mode - http://blogs.msdn.com/b/ie/archive/2006/07/25/678113.aspx

If the icons and taskbar are both missing, press ctrl+alt+delete-->start the task manager-->file-->new task-->type explorer.exe and press enter.

If just the taskbar is missing, move your mouse to the very bottom of the screen (assuming that's where it was), wait for the cursor to change, left click, and drag it up.

As cassandra mentioned, it it pops up, just right click on it, and unhide it.
