Huge fps drops in multiplayer.

Hello.
Recently i have upgraded all the components of my pc (i.e. z270x gaming 8. kaby lake 7700k, ddr4 ram,NVIDIA GeForce GTX 1060 6GB (MSI). i have been facing a problem with huge drops in fps games when i am near other players (King of the kill, playerunknown's battlegrounds, league of legends.
The temperature is always low and constant. I dont understand why this is happening since i spent so much money on all these new parts and my gameplay is even worse than before. i used the graphics card on a different pc to see if the problems is caused by that but it was working perfectly on the other pc. So i believe that the prblem originates from the motherboard and the cpu.
any thoughts?

I realized something interesting today with my 1080 Ti. This thing will stick to 1.2GHz and turbo up to 1.9GHz when needed. The problem is, right before it boosts, it has a slight stutter. I'm guessing it will clock higher as needed if it feels it is dropping in performance. This may explain the microstutters I mentioned.

Anyways, I notice it seems to perform well on known titles, but struggles with those that are not. Try using a software that will measure AND display your FPS, CPU/GPU clock speed, etc. in game (personally, I use NZXT's cam because I have the Hue+, and the software does well).

Check the clock speed on each game. When you get near other players, what happens to that clock speed?

Also, after switching your hardware...

when playing game the temperature reaches 56 max and the cpu speed is 4.45-4.50.
For cpu cooler i am using Thermaltake WATER 3.0 Triple Riing RGB High Static Pressure Fans 360 AIO Water Cooling System CPU

I have also downloaded the latest Geforce driver , display driver. and i am pretty sure it is not the graphics card that causes the problem, it is either cpu or motherboard..

Set the computer to High Performance mode in Windows and see what happens. If you have the game in question on an HDD, try disabling Superfetch. But from my personal experience, the GTX 1060 and 1070 have various similar reports. Those who said the 1070 was overkill for gaming at 1080p lied to us (lol). The 1070 had performance issues for me. The 970 did a better job in many games while the 1070 was just terrible for me. Frame drops (always around 20fps drop spikes) in ALL games I tried, even after reducing the settings, odd microstutter, etc. The issue occurred more with VSync on, so I thought perhaps the games were just barely hitting 60FPS, but after unlocking​ the FPS, I was perfectly in the 100s. Again, this didn't stop the 20FPS dips, just alleviated it a bit. I tried the 1080 and it was much better, but in the end I went for the 1080 Ti because it looked very fat and I wanted better performance with GTA V and the annoying Ultra grass + MSAA x4 (still not able to handle it that welling). All were the MSI Gaming X variant. The only thing that sort of fixed it for me was wiping and resetting the PC, as I had hopped through so many GPUs since I was still in the return period and each time I'd get another, it was a new return period. (GTX 1080, thought it was overkill, > GTX 1070 problems, > GTX 1080 AGAIN, > GTX 1080 Ti finally in stock locally).

Anyway, if you Google it, it has been mentioned various times for the 1060 and 1070. Try my above steps perhaps? And the user above me is right, internet destroys the performance of every device (turn airplane mode on and off on ANY device and watch it lag). If the game can be played offline, try and see if disabling your connection helps. Also, if it is an MSI Gaming X variant, I have encountered TWO opinions: (1.) The MSI Gaming App hurts performance, and (2.) using the Overclock Mode in MSI Gaming app HELPS performance (it helped perfect 60FPS in Dying Light).

i left my pc on for a few hours. what i noticed it was that even moving the mouse sometimes i would face some lag without even playing a game.. i checked the cpu speed and it was 4.45 constantly.. any thoughts?

Also, after switching your hardware, did you configure everything (RAM XMP profile, made sure the BIOS isn't doing anything to the CPU, etc)?
