[SOLVED] Huge FPS drops

The last two weeks i have huge FPS drops on games like the Division 2 and the Crew 2 (visable in benchmark tool the division 2: https://imgshare.io/image/division2.M8D9e . I run windows 10 64 bit, intel I7 7820x, Asus RX Vega 64 8gb on ASUS Prime X299-Deluxe . Temps on the CPU are stable when gaming around 50 degrees celius and the GPU arond 60. I tried setting to low quality and the v-sync but no result. I tried different drivers versions but no result. Anyone who has a solution?

I updated the video card drivers of my AMD video card to the recommended 19.5.2, not the optional 19.8.1. Then i checked the integrity of the game files within Uplay. For the Microsoft Visual C++ Redistributable Package there was no installer in the support directory of the Division 2, well in the Crew 2 support folder, but this installer failed due to being an older version. Then i checked the windows 10 updates, of which i thought that would not be necessary but there was a hudge update which didn't installed automaticly so i did it manually. After a restart the Division 2 runs at 60 fps smooth with v-sync on because when that was off there was a lot of screen tearing. https://ibb.co/ncVJjL7
