Huge Lag/FPS Stutter in CS:GO [Weird]

Just as the title suggests I have huge FPS/Lag stutter in CS:GO.
In the game it can drop so low to 100 fps which is the worse for 144hz Monitor and it wasn't like this before.. ever.

-It also stutters on high fps like 250 FPS and I'm not even sure anymore what is this problem.

-I get 2~5% loss and 0% choke in Match-Making.

Specs-
Motherboard: MSI z-97 Gaming 3
CPU: Inter Core i7 4770k
GPU: MSI GTX 780 TWIN FROZR
RAM: 16 GB
Monitor: BenQ xl2430t 144hz/1ms
OS: Windows 10 Home 64bit (Fully updated and Licenced)

Few thing I'd like to say before hand:
-All my drivers up to date so lets clear that out. (Directx, Nvidia, Sound .. etc etc)
-I formatted the entire PC 1 month ago.
-I have Premium MalwareBytes Installed on my computer, so no viruses.
-I didn't OC anything.
-I play CS:GO on 1024x768 Resolution with the lowest settings.
-Computer set on 144hz on settings
-I cleaned dust inside out of my computer case. (Month ago)

Verify your game files through steam. CS:GO is based on a 12-year old engine so it's not a big surprise that it can occassionaly have some performance issues. Another thing to try is reinstalling the game.

It fixed some performance even tho' I still have low fps sometimes.

Also I formatted my whole pc like a month ago with CS:GO so it's really weird.

What fixed the problem for me in the end was over clocking my CPU and GPU at safe temperatures.
Now it is running really smoothly.

Also changing the video config to default but high settings.

Running really smooth since then.
