Huge lag, low ping, no packet loss?

I play WoW and I am getting huge lag; as in 600+ ms. Sometimes, it reaches 3k ms. In-game, the ping shows lag but in cmdprompt there is no issue at all. Ping tests and traceroute show nothing wrong. Pathping no packetloss greater than 1%. I have been wrestling with this issue for a while and am completely stumped. What could be the issue? Also, I got in touch with server staff and confirmed it's not a server issue. I am mainly interested in why normal ping test show 100-150 ms which is normal for me, while ingame it's much more.

I am using wired broadband connection. Sometimes, after 1 AM or such, I get proper latency in game without lag but who can play games everyday so late at night? My PC and another connect to a router (both wired), then modem, then ISP. Have checked ping tests etc. from both PCs and get same issues. Download speed is only 4 Mbps but for WoW, even 1Mbps should suffice (A staff from Blizzard posted this info on a thread) for normal gameplay.

All tests done were to my router, google, and my game's server. No issues whatsoever in any of these yet gameplay is lagging hard. Please shed some light on this issue. Thank you. :)

Yes, I just updated the question. :)

I did ping, traceroute and pathpings to my router, 8.8.8.8 and my game server's IP (got from Resource Monitor).
