Huge lag spikes in games every few seconds

Hi, so im getting lag spikes in almost every game I play..
its mostly noticeable in FFXV, Fallout 4 and AC Origins, Odyssey although it disappears in FFXV when im in a cave or dungeon, it keeps happening even on the lowest settings (Framerates are as expected)
CPU Temps are stable at 40-50C under load and GPU at 60C so im not really sure whats the issue but its very annoying

I5 7500
Aorus Z270X Gaming K5
3x4GB 2400MHz DDR4 Ram
Msi Rx 580 4GB
550W Thermaltake PSU
4x1TB and 1x250GB WD Black NVMe

It could be a few things...

-Using a quad core in open world games.
-Mixed memory.
-4gb vram (depends on your resolution).

All 3 ram sticks are of the same brand
I play at 1080p but the lag spikes occur even if i reduce it
This doesn't happen only on open world games its a lot more games including company of heroes 2, star wars battlefront and even CSGO sometimes

CPU usage is about 0-7% while idle and reaches 100% only on Odyssey and origins
GPU usage is about 99% in AC games
