If the packet loss is on your network, then you can fix it. If the packet loss is due to your ISP connection, then only your ISP can fix it. If the packet loss was on the ineternet, then a lot of people would be complaining.
It sounds like your ISP is Tmobile, so I assume you are using a 4G LTE connection. Mobile Telephone connections are prone to interference and many of the networks are heavily used. These connections are fine for internet or email, but they are not great for gaming. My guess is that is where the problem is. You can try to improve the connection by moving to a location where you get a stronger signal, but you will still be working with the inherent limitations of the connection.
