Question Huge performance issues with AMD Radeon RX 6700 XT ?

Hey guys (or Dear Reader),

Seriously, my back is against the wall.. I can't figure out what is wrong with this GPU. I've asked everyone I know that is a "tech guy" and they don't know either. Although, I've come to tomshardware every time I look for a recommendation or just to read up on things, so this is the first place I've come to outside my circle to ask for HELP!

I upgraded from a hand-me-down Radeon 390-something to a big and beautiful RX 6700 XT.
However this GPU CHOKES BAD on games.
My buddies reach 120 frames with a 6 year old GPU and 6 year old system specs, meanwhile I drop down to a big sad 40fps.

This card only reaches an average of 60 fps. JFC help.

I hope this gives anyone an idea of what I'm working with here.
Here's what I've tried:

I've downloaded and ran DDU to reset the drivers, but it didn't fix any issues.
Went into Windows "Power Management" settings and cranked it to the maximum.


I will read all posts here and double, then triple check any solutions granted to my problem.

The temps I know are just fine, because I used to run my hardware on the world's **** case that was also used as a heater for my office room. Those were some warm winters...
EDIT: I should note that my motherboard, gpu, fans, case and ram are all brand new. With additional fans, of course.
Before I forget to mention, if it is help at all to any readers: I don't have an SSD. Woe is me. Call me old fashioned, but could this impact the performance of my GPU?

Regarding the PSU, it is:
MODEL: HPG-700ST-F12S
AC INPUT: 115-230v
FREQUENCY: 50-60Hz
MAX LOAD: 700W

I did mention above that my PSU was 750, though looking now it's 700.. Should check out with the card though? I read the box, I swear.

Run Userbenchmark and give us a link to the results. Run once as is, then reboot, log in to desktop, WAIT 3-4 MINUTES DOING NOTHING, and run it again.
What game are you referring to with these 60fps and 120fps numbers? Unless ALL the specs are the same between your computer and your buddy's, including OS version, software, and monitor resolution (amoung other things), the fact that he gets 120 and you're getting 60 means nothing, however, we can definitely help.

Thank you so much for your reply... I'm really looking forward to figuring this out with you guys, and just about willing to try anything.

The games I'm referring to are Halo: Infinite (extremely bad frames, huge drops) and Hunt: Showdown. Also FFXIV: Endwalkers, and Age of Empires IV get extremely bad frame rates and performance from this (supposedly) awesome graphics card.
As soon as I figure out where to find and how to use the Userbenchmark I will go ahead with posting the results, then follow as instructed.

I used DDU in safemode and uninstalled then reinstalled all my video drivers, but it didn't help one bit. Still same issues with major frame drops across all games that I run on my PC, similar to my old GPU: some Radeon 390-something.
 
Your RAM is only running at 2133 which is choking your 2700X. You need to get AMP/XMP going to at least run your RAM at its rated 2666MHz.
Running everything from a HDD will cause smoothness issues too. Gone are the days where assets are only loaded during loading screens. Only way to fix that will be to get an SSD.

Large HDDs still have their place. I use a couple for secondary storage but don't run anything from them.
To avoid potential stuttering in games, they definitely shouldn't be used as a primary OS or game drive anymore.
