Huge problem because of unknown conditions in system

For the past 1 month my system is behaving abnormally ,my system shuts down randomly first i thought it was hardware issue so i reported it to the guys from where i bought it but after taking my system there it was running perfectly fine THE PROBLEM IS THAT IT SHUTS OF RANDOMLY AND SOMETIMES DOESNT EVEN STRATS ,so he told me it can be voltage fluctuation issue or earthing problems at my hous ,as 1 month ago there was a power surge near my house and the local transformer was fried so electrical department did something
and after that (according to him) my system is performing like that. After few days when i fixed my surge protector from earthing problem my system started functioning normally but now its back to that behaviour can anyone figure out the problem so that i can avail return under guarantee for any part that is faulty

is it like a stabilizer as we have for acs and refridgerators and can a ups do the trick (although i tried and it didnt solve it ) and is it safe to assume that its not my pcs hardware

Seeing as the problem arised after a problem with the power grid and the problem was lessened by providing a proper ground, it's safe to assume that this is an electrical problem outside the computer itself.
