Huge problem please help. (driver related)

I've built my own computer and I am on the phase of installing an OS, and I chose Windows 7 64 Bit.

which honestly really doesn't even help for first time builders, but whatever.

anyway, in the video he says to update the chipset driver first, and I thought the driver I picked was the chipset, but I'm not sure anymore. I downloaded the drivers on my laptop to my USB flashdrive to install on my new desktop.

when I installed one of the drivers, not only do all of my desktop icons no longer appear, I can not see any of the software. No bar on the bottom. It's just a blank screen with the desktop wallpaper. Wtf happened? I can right click and somehow get into my computer's files, and it won't even let me uninstall the driver I just installed. Wtf is going on?
 
From what I'm reading the driver I installed is:

Intel Management Engine ver:7.0.4.1197

please note this is my first time building I thought this was the driver I had to first install apparently not.
 


is there anyway for me to get rid of it or should I re-install OS? I tried un-installing what I installed through control panel and it simply will not allow me to do it.
