Huge stuttering in The Division and Rust. Tried almost everything please help!

My PC specs are:

Intel i5 4460 3.2ghz
MSI GTX 950
600W CORSAIR PSU
Motherboard Gigabyte B85m-d3h
2X4GB Ram HyperX 1886
120 GB SSD for Windows 10 and Rust
1 TB Hardrive for games, The division is installed there.
300GB Hardrive for random stuff

My PC is pretty good as you can see. Now I'm going to explain my issue.
First with the division: I play the division at 1080p on almost everything in medium. When I launch the game I can play really good, at more than 60 fps with no stuttering everything ok. But when I move to the dark zone or when I'm in the dark zone and I move into the normal map the game starts to sttuert hard, its unplayable. Also the textures loading time is really slow but it was slower when I had my old CPU an AMD APU A10 7700K. I thought the problem was my old cpu but a couple days ago I bought this new i5 which seems pretty good, the textures loading time was reduced but the sttutering continues.

In Rust: I play rust at 900p with medium-good settings, the game runs at more than 60fps but when I open the inventory or I shot a bullet or open anything else that shows a GUI the game sttuers for a second or more.

I bought and SSD, I bought a new processor and the stuttering continues, I also created a pagefyle for my partitions, still didn't work, deleted the pagefyle, my temperatures are ok, the gpu is having enough power, the cpu too. I also play GTA V and it runs really smooth at 1080p 60 fps with very high settings I don't have any problem playing GTA V. I tried everything and I only want to play the division and rust like I play GTA V. I don't what to do its a really frustrating situation I'm desesperate. Please help.
