Ah, that would definitely change things (it's generally a good idea to give a location if it's not the US). PCpartPicker *does* have a dropdown in the top right corner where you can change to Spain, you may get a fairer estimate of what the rig will cost you and what's available for you.
It's the same list with just the CPU dropped to a 2600. I checked your Spanish price and went below it. You could buy a 40€ cpu cooler and oc the 2600 above stock speeds of a 2600x and be the same price as your original build

Like with your processor you can see the release date on Intels site. That 7700 launched in the first quarter of 2017. Intel is kind of 2 generations ahead of that now
