Question HWinfo battery reading is incorrect?

Just noticed my battery health reading from hwinfo reduced to 11.9% when it was 12.3%. Saw same type of reading before on this very same laptop however hwinfo version changed overtime. (updated the program then and now) Is this normal? 8.22 HWinfo build currently im using now. Should I rely trust on these percentage? I did read somewhere battery health/wear thing is a complex stuff so sometimes it shows incorrect,

Make, model and SKU for your laptop? How old is laptop, if you didn't replace the battery since owning the laptop?

It did create a HTML report but I do not understand anything by looking at it. Have laptop for about 2-3 years. Didn't replace anything.

Is it normal to report did not show cycle count. There is tons of graphs in the HTML, should I do paste them here?
