HWMonitor says 100%cpu usage and task manager only says 23%

Like the title says, hwmonitor shows my cpu usage at 100% and task manager says its only 23%. This so far only happens when watching youtube videos in chrome in hd, 60fps or not. I also was getting lower frames than usually when playing battlefield 3, even on low settings where i normally get 35fps+ on high preset, i was getting 30 and below on lowest settings, @1680x1050 ( my monitors native resolution.)

My System Specs: (Built it a month ago btw and no problems until now)
i5 4460
8gb 1866mhz ram
z97 msi pc mate motherboard
ATI HD 5770 @stock clocks
500w EVGA 500b PSU

I also just ran a threat detection with Malware Bytes and it found 3 PUPs which i removed, and im still having these issues. Watching youtube videos in fullscreen also causes a slight freeze/stutter every few seconds. Although windows media player plays movies just fine. Im not really sure what the issue is or what else I can do, ive already restarted and updated my pc too. Any and all help is appreciated.

AnimeBoy I realize this comes several months after this thread started but I was having the same problems you were and sure enough my maximum processor state was set to 5%. After placing that number back to 100% everything went back to normal. I was contacting my GPU manufacturer, Windows support remote login and HWMonitor and couldn't figure it out. After hours of scouring the web I found this posting and just wanted to say thank you sir!

Sorry i took so long to reply, but ive downloaded speccy and core temp and found out my issue, for some reason my cpu's core speed is locked to 800mhz maximum on all cores and i dont know how to change it. I went into the bios and it says my cpu is running at its normal clocks, 32x8.0 (i think it was 8.0) i could get some screenshots of everything if need be, but do you have any ideas as to why this is happening?

Welp i solved it. For anyone with the same issue, i went to control panel, hardware and sound, power options, clicked on change plan settings for balanced, clicked change advanced power settings, and then scrolled down to processor power management, clicked the plus icon to expand it, and set maximum processor state to 100%.
