HX650 fan never spins

i played skyrim with over 50 mods at ultra using these specs
i5 3570k @ stock
gtx 760 @ stock
8 gb
1tb

i know the fan only spins with load, but isn't that enough? the gpu gets 60C and the CPU gets 50C i call that load. It only spins up on startup but thats it, and when I touch the HX650 its hot to the touch.

Use Prime95 to stress your CPU. If you don't observe the CPU spin up, start a game benchmark AS WELL.

The 260W threshold is correct:

Other:
I saw a benchmark of a GTX760 system showing about 300Watts using the Heaven Benchmark so you can try that as well to see if your fan speeds up. It's reasonable for you to be gaming just under 260Watts though because this benchmark program would not be capped to 60FPS (VSYNC) so you would be stressing the GPU more than normal (perhaps the CPU not very much though).

So again, the Heaven Benchmark should easily push you to about 300 Watts using...
Those temps are low , I wouldn't consider them load temps.

Your PSU fan will come on when it needs it , don't worry.

15-minute load test
15-minute idle test

(probably the fan would spin up within two minutes)
