anyone know why i slightly screw in one bracket the other one flies in the air?

Yes. Either you are not using the correct mounting hardware backplate and standoff screws, which will change the height and bork the whole installation, or you haven't screwed in the other side enough to keep it from coming loose. Or, it may be related to the center screw.

it only came with one blackplate and standoff screws i couldnt have messed that up

What is the EXACT model number, on the box, for your cooler? I suspect you don't have a standard 212 EVO but a revised model or different 212 model than the EVO.

its not the evo edition its the hyper 212 black edition

If your kit didn't come with ALL of the following, then you are missing parts. And clearly there are two different styles of cross brackets. What socket design is your motherboard?
