hyper 212 evo and i5 4690k high temps at stock after cooler reinstall

I recently had to install a new motherboard as my old one failed and everything was running ok up until a few hours after I had installed it where I when into hw monitor to see the cpu at around 40c while idleing and it got up to 80c when I ran prime95 (not an amazing benchmark software ik but I just needed to put it under stress) and then I played some csgo and rust and saw that it got up to around 70c which is what I pretty much got when I ran the cpu with a 4.5 ghz overclock previously, when I was installing it I did notice that there was a sort of scratched part on one on those contact pad looking things around the edge of where the cpu would make contact with a cooler(they aren't contact pads they are just by where the cpu makes contact with the heatsink they just sort of look like it and its the only way I can think to describe it XD) could they have anything to do with power delivery etc (idk what they actually are, are they just there because of a part of the manufacturing process or something, plz help 😀) causing problems, I also bent a capacitor slightly but that's never really a problem XD I really want to overclock the chip again but im scared of damaging it because of the quite scary stock temps XD could it be anything to do with turbo boost by any chance idk, im going on a bit now but if anyone knows how to help i would be very thankful :) have a good day!

Install Intel XTU, enable all hardware monitors, then monitor the frequency, temperatures and throttling while running Prime95 Small FFTs. The CPU frequency should be stable while running Prime95, but it can drop as low as 800 MHz at idle or at low loads.
First you should mention which motherboard model are you talking about.

I would recommend verify if the cooler is correctly seated, but also if the new motherboard has some auto adjustments in voltage disable them in the BIOS, the could be rising you voltage while on load.

Also check for any fan settings and the RPMs that it is reaching.

Did you apply new thermal paste?
 
Prime95 28.5 or newer will get your CPU very hot; if it only reached 80°C, then you don't have an issue at all.

 


I didn't mean to select this as solution XD, but I only had p95 running for like 5 min, the clockspeed keeps going up and down as well, it goes up to like 3.9ghz and then down to 800mhz, rn I'm idleing at about 34c with the clockspeed seemingly staying at about 800-1200mhz I think it may be turbo but I'm not sure :\
