Hyper 212 EVO in dell optiplex 780.

Do you have an opening in the case behind the motherboard you can get to? There's a back plate the cooler uses to hold the cooler in place, you may need to remove the motherboard to assemble the bracket if you don't have access from the side of the case.

Any dell coolers that will sufficiently cool the q9650?

 
If the q9650 is in the dell's cpu support list, and the dell cooler can cool the q9650, but it is not as good as some of the aftermarket cpu coolers. And you may have hard time to find those dell cooler, or the case too, because you need the BTX case for that MB (optiplex 360/380).

s775 is a garbage cooler.
 
The Dell D9729 heatpipe cooler should bolt right in. Buy it with the cooling shroud if your shroud looks different. T9303 cools better, but you have to modify the D9729 shroud by "moving" the 6 heatpipe holes to get it to fit. This will cool any CPU that you can run in that thing. It was designed for 120W Penttium D CPUs. You MB has a 95w limit. It's what I used in the E520 in my sig.
Check your existing shroud for the 6 hole layout. The D9729 has the holes in 2 rows of 3. The T9303 has them 3 across and 2 deep. The covers don't swap, but the coolers do if you fix the holes. You might already have the T9303 cover.
