Hyper 212 evo or CM seidon 120V or something else?

Hello guys I want to make a pc and i want to over clock the fx 8320 to about 4.5+ So what cooler will do that....
If you got some thing better for the price i would love to see it . SO what do you think is better???

Here are my specs:
Case: NZXT source 530
Cpu: FX 8320
Mobo: Asrock 990fx fatal1ty killer (what do you think??????)
GPU: Msi R9 280x
PSU: xfx 650w pro 80+ bronze
RAM: Kingston hyper x beast 2400mhz
Fans: 3 fans from a unknown brand in america but here some what populair....
Here are the specs of it:

I'll use one on full power through my harddrive and ssd to the GPU and one ondervolted to the cpu.
Also i'll use on in a fan thing inside my case and i'll point it to the cpu. (full power or undervolted).
So what do you think i can get out of it?

I would recommend an air cooler like the NH-D14 or NH-U14S since they are the best air coolers you can buy. They will be able to overclock your FX8320 up to 4.7Ghz without a hassle and they will be super quiet. With an air cooler you don't have to worry about pump failure or leakage. If i could get it i would but then i can't get the R9 280x (here its not sooo expensife)
So thanks for the post but i think i can only get the hyper 212 evo or the cm T4 (what do you think is better or the same?)

But the t4 is like 4 euro cheaper 😛 so how big is the difference?
And btw what do you think about my setup?
And about the motherboard?
