Hyper X DDR4 16GB 2133 Mhz Question Help

Hello ,
If i will buy this ram stick -- >
HyperX 16GB Fury DDR4 2133MHz Non-ECC CL14 [HX421C14FB/16]
is my mobo(GIGABYTE H110M S2H) going to read all the 16GB ?
I am asking that because one of my friends bought the same mobo and a stick of 8 GB DDR4 2133Mhz (Hyper X) . After that he did a format and his pc is reading 7.88 or something like this .
(He installed Windows 10 64 Bit) .

Because some memory is taken for use by the system (BIOS/chipset). For example, in my system which also has 8 GB of memory installed, 7.89 GB is usable for running programs.

Regarding the 16 GB memory, all 16 GB will be available for the system to use. However, some of it will be taken by the system for its own use; leaving maybe 15.7 GB "usable".

The amount of "usable" memory available depends not only the BIOS and chipset, but also on how much extra hardware has been installed which may take some more of the memory in reserve for use with this extra hardware.

Thanks but why my friend's pc is reading 7.88 GB and not 8GB . It is Hyper X DDR4 8GB 2133Mhz .
