So right now i have a pentium g4560, intel hd gpu, 8gb ram. I am planning to buy a gt 1030. Will my h110m mobo handle it, and will my low ATX500 w psu handle it?

The GT 1030 doesn't need an external PSU power connector and runs off the PCIe motherboard power. Expect to be able to play at 1080p at 30FPS with that GPU at low to medium quality settings in today's games. A console is really a better value for quality gaming over a severe budget gaming PC as those games are optimized to run at 30-60FPS in look better at 1080p.
As long as your motherboard has a pcie x16 (or x8) slot, it should all work. Furthermore, 500W is more than enough wattage to support that setup (depending on the quality of the power supply). Which psu are you looking at?

Sorry for the delayed response. I'd go with the 02G variant as it has the best fan for cooling and is clocked slightly faster than the other two models meaning you should have a little overclock headroom. But In this range of GPUs, the performance difference will not matter much overall. In other words, I'd not spend $20 more on the 02G if the other two models are cheaper and come with rebates and whatnot. Please keep in mind you are really dealing with a home theater PC GPU and not a gaming GPU, so the performance difference among them will be minimal.
