Hypothetical Computer PCIe Support

So I'm putting together a super expensive hypothetical computer that would use a Asus ROG Zenith Extreme motherboard, a ThreadRipper 2990WX, four RTX 2080 Ti, and then for storage it would have two M.2 SSDs with 6 2.5" SSD's. Instead of using HDD's, I thought it would be cool to use 8 M.2 SSD's in two HighPoint SSD7101A-1 in two the remaining PCIe slots. Now I know already that they wouldn't be insanely fast as they would be if they were in a full x16 slot but my main question is if they would even work? Also, the GPU's would be water cooled and only take up one slot so there would be room for the Highpoints.

So, would the two Highpoints work in the system and also, how fast could I expect them to be?
