Question I 0only get 3.5 gb Ram installed but i have 4 gb of ram installed ?

it says only 3.5gb ram installed in many apps except speccy i even have windows 10 64 bit it doesn't solve the problem.
I have searched many sites for fixes but they do the fix for the (GB usable prblem) i only get 3.5Gb installed not the GB usable error.
