I can deselect everyones best answers and reselect them. I haven't tried anything else yet, and won't untill I know what's going on.

I can only do it on ones that already have an answers

No. Users with a certain number of "best answers" have this ability to select best answers in cases where the OP does not select one or clearly selects the incorrect response. There is a thread that explains it all somewhere.
