The absolute cheapest new I can come up with, the first and foremost selection criteria being the least expensive. Based on modern CPU, and personally would not consider lower than "Core" or Ryzen here anyway.

If this route is not practical, then getting a prebuilt is also a good idea (though you may want to put an ssd in there, since most of them only come with a hard drive).
- If you can find one within the budget, get a 2200g instead (the 3200g/3400g requires a bios update).
- Dual channel memory (a kit of 2 sticks) does help. That's why I put a motherboard with 4 dimm slots.
- While not impacting framerate, and ssd does reduce loading times and makes everything snappier.
