You can't sli a 2070 and 2080. If you're running them non sli, each with their own monitors, not sure if that counts as 1080p, or how well that would work. Why not run a single 2080?
I am going to be doing video editing and streaming I figured that I would need more than just a single 2080
I have two monitors one is 240 hz 1080 and the other is 144 hz 1440
I could get a 2080 super and then when a new line of gpus come out I could sli them

Yes, they would need to be the same model of GPU. Brand doesn't matter. If you're going to be utilizing all the cuda cores, then it may be worth it to sli, but the gain in gaming is generally not worth the extra price, which is what you asked about in the thread title.

would two 2070 supers be better than a 2080ti because they are in the price range i know that a 2080ti is generally better in gaming which is not all i am building the pc for that is why i was going to sli

A constant 240hz isn't possible with THAT game at least: https://www.gpucheck.com/en-usd/gpu/nvidia-geforce-rtx-2080-ti/amd-ryzen-7-3700x/low
You'd be better off gaming/streaming on the 1440p monitor - almost guaranteed a steady 144fps on it.

Do you know if the games you play FULLY support SLI? None of that lackluster, SLI patch BS, I mean REALLY support the feature.
If support for the game is poor, expect performance to tank, like some of the examples in the video below.
