I am hoping those of you with knowledge and experience with graphics cards and displays including TV used as a pc monitor can advise me, as I am confused. Help will be much appreciated.

I want to get back into gaming after a 20 year total absence, but instead of choosing from among consoles, I want to game on a new PC attached to a new 4K UHD HDR TV. The new PC should have the power to play any current PC game at smooth frame rates at resolutions the TV and computer are capable of. I will also be using Photoshop CC and other photo processing applications, and light video editing. Here are the components I have selected:

Samsung QLED Q60R 55" 4K Smart UHD LED TV QN55Q60RAFXZA (good lag time rating <20ms, 120Hz native refresh rate, 240 motion refresh rate) ($997.99 @ Newegg)
CPU: AMD Ryzen 7 3700X 3.6 GHz 8-Core Processor ($322.99 @ SuperBiiz)
Motherboard: Asus TUF GAMING X570-PLUS (WI-FI) ATX AM4 Motherboard ($188.99 @ Best Buy)
Memory: G.Skill Ripjaws V Series 16 GB (2 x 8 GB) DDR4-3200 Memory ($68.99 @ Newegg)
Storage: Samsung 860 Evo 1 TB 2.5" Solid State Drive ($123.11 @ Amazon)
Storage: Samsung 860 Evo 1 TB 2.5" Solid State Drive ($123.11 @ Amazon)
Video Card: NVIDIA GeForce RTX 2070 8 GB Founders Edition Video Card ($479.99 @ Best Buy)
Case: Lian Li LANCOOL II-X ATX Mid Tower Case
Power Supply: EVGA SuperNOVA G1+ 650 W 80+ Gold Certified Fully Modular ATX Power Supply ($96.98 @ Newegg)
Operating System: Microsoft Windows 10 Home OEM 64-bit ($99.99 @ Amazon)
Total: $2504.14

I am not sure I completely understand how well the TV and the PC graphics card will work together, where bottlenecks may be found, etc. Would you folks please review my build list, and let me know what kind of performance I can expect using these components, and used with the selected TV? Do you notice anything that would inhibit the graphics card from achieving the desired FPS rates that would make gaming a pleasure and not a pain? I understand that a gaming monitor would be superior, but I need this as part of a living room entertainment system, so a separate gaming monitor is out of the question. Thanks.

I'd ask you to look at a 2070 Super or a 2080 Super as your GPU of choice. PSU wise, you're fine but I'd get a 100W more for longevity's sake.
Agree with Lutfij 2070 Founders Edition is not gonna cut it for 4k, not at full details anyway. If you are willing to turn a lot of stuff down sure.

If I were intending to run 4k at high refresh rates your only option is a 2080ti. 2080 Super will lose you some FPS but at least be over 60. None of them will do 120 except on older or low detail games.

Thanks for pointing that out. I totally intended to buy the 2070 Super in the first place. I will take your advice and bump up to a good quality 750W PSU also. I am now ready to pull the trigger and order.

Try to find some reviews that include gaming for whatever tv you pick.
It usually takes a displayport connection for better than 60hz at 4k resolution.
I think only monitors will have that, but, I could be wrong.
Best to nail down that detail.

Fast action, past 60fps is difficult for a graphics card.
I suspect you will need something more like a RTX2080 super or RTX2080ti to complement your top end build.

On your build, I see no reason for two 1tb ssd drives.
A single 2tb drive will not cost more and a single space is easier to manage.

If you are using photoshop, you should probably buy a 2 x 16gb ram kit up front.
