Right now I have all in one pc with celeron j1800 with 2.4 GHz CPU and Intel HD graphics card. Can I change the whole motherboard other than j1800 and fit a new motherboard with new CPU and GPU

An All In One?

No, you can't change the motherboard.

An AIO is pretty much like a laptop, just a different config. But even less changeable.
