I am getting low fps in all games

About a month ago I built a custom computer using a friends part list. The only differnce is I got a better graphics card.

I had an issue with my ram and motherboard got fried during a storm so I had to receive new parts for both. Now with those replaced with same parts, I still am getting low fps in every game. I have turned the settings to a bare minimum and still running games low. Anybody have an idea?

I have these parts:

Intel
Core i5-4460

Gigabyte GA-H81M-S2H Micro ATX LGA1150 Motherboard

Team Elite Plus 8GB (1 x 8GB) DDR3-1600 Memory

MSI Radeon RX 480 4GB GAMING X Video Card

EVGA 500W 80+ Certified ATX Power Supply

Install GPU-Z if you can. Then start it up, play a game for some time and while playing press alt + tab to see the usage of the GPU and the temperatures. If you can take a screenshot and post it up here or just tell what you see. Please take the screenshot preferably. Here is the link -

You can take the screenshot just by using the snipping tool in windows. Or any other software which you would like. First select the Radeon GPU from the bottom left corner and then select the sensors tab. After this play your game and then after 5-6 minutes just alt tab and take a screenshot of the sensors tab and Graphics card tab too.
What about the Graphics card? Check the Graphics card slot for any burn marks or something. When Idle the GPU should be around 30ish to 40ish in temps and while gaming near the 70s. Try to reinstall the drivers for your mobo. If it still persists then I think you should backup your documents and reinstall your windows because when Motherboards are changed the OS needs a reinstall. The motherboard was exactly the same model right?
 


Are those really your gaming temps? Are you using any water cooling or Some heavy fans?
 
Weird though, Normally GPU's go to about 60-70 degrees when gaming, Can you check by an application like GPU-Z if your GPU is going to its max at all? Do this while you are playing a game. Have you ever monitored the temps of your old GPU? If so were they the same?
