I am hoping for info regarding the best type of printer for my art project.

I an requesting advice for purchasing a printer for my art projects. Mainly b/w but on a bristol vellum type paper ( I use 100 lb for my finished work, but realize I may have to use a lighter paper, maybe 60- 80 lb at most and this is acceptable).
The prints will be B/W that can be colored by the person....mixed media such as colored pencil, water color pencil , markers, acrylic embellishments , etc. Up to size 13 x 19 ...like a coloring book / poster type of thing of original art. Single sheets , no binding.
I have heard that inkjet may smear when wet , even after some time has passed, which will not do if the person uses any water color pencil. So , I am thinking of laser , but am unfamiliar with the toner/ drum replacement, as I have only used inkjet.
Probably lower volume at first, as it will be POD ( print on demand ) , but I hope to build it into something more if there is interest.
There will be some color printing to do , but right now that is minimal.
Price range...not sure , up to 5 - 800?

while your needs are for a printer larger than those i can recommend i will say that we have been happy with the canon (mf229dw) that we bought for our letter and legal sized needs at home. perhaps see what canon has to offer in larger sized printers. we had an hp before and drivers were always an issue. i've heard brother makes decent printers as well however for our budget range the cannon models had better reviews and lesser problems.

pcmag does reviews on alot of printers http://www.pcmag.com/reviews/printers and they (and other site reviews) were quite informative when we were making the decision.

inkjet ink does smear when wet. there are papers which resist this but are not perfect. laser is different and doesnt smear.

toner / drum replacement is almost as easy as ink cartridges. there are instructions on the inside of the printer generally and it only takes a minute. you will not be replacing many as unlike inkjet cartridges laser toner is good for 1000's of prints.

since you wanted color, perhaps a color laserjet.

be advised, inkjets do have nicer overall printing for things like photographs and lasers can not match this however for efficiency, print speed and waterproofing laser is far ahead of inkjet.

i couldnt answer your question specifically but hopefully i threw a few things your way for you to ponder.
