If you have an add-on graphics card, I'd remove it and try using the on-board video. If that doesn't fix it, it's probably your motherboard.

What kind of PC do you have?
Can you open it up and take a peek inside?
That kind of glitch on boot is not a sign of good health or an easily fixed problem, but an actual hardware issue.

Is it an old Dell or HP or something? Can you check for bulging capacitors?

They can be just a little inflated, or completely bursted open, either way it is a sign of death :(

It could potentially just be your GPU, if you have a discrete card replacing it may solve the problem.
