I am seeing one blurry line going across my screen that only showing when turning horizontal on games.

I have Vsynce set to 60FPS on all of my games and my monitor is a 24 inch 60Hz 1080p IPS monitor. I tried it on may other monitors and this line is still on every game except some games do not have it. Is my R9-290 causing this Blurry line going across on my screen when turning left or right? It could be screen tearing but the image is in line it just looks like some one but scotch tape across my monitor. How can i fix this guys?

It could be screwed up settings in your AMD Catalyst, or in-game motion blur. What graphics drivers are you using?
