os used for testing = windows 8.1 on desktop and laptop android(uptodate)-

1 note while reading the following internet speed is the overall issue
2 though the source of witch I am having difficulties finding
3 paying for 70mb's
4 internet speed testing at 2-5mb's "ookla"/youtube ect (BAD!)
5 internet speed test on cable ones site 68-75mb's (my isp)(GOOD!)
6 tested both several times btw
7 I will be demonstrating issues i find and tests i have done to find/fix said issue in order
8 from the start of my day also take note of the numbers to the left...will be used as
9 navigation
9&1/2 this is all Ethernet connected directly to modem unless specified otherwise
10 youtube videos run much slower then usual...hmm
11 check oolka speed test result = BAD! as mentioned above (3-6)
12 check different browser = same result
13 check other things such as Netflix/amazon ect result = same
14 check different pc = same
14&1/2 checked WiFi = same poor performance
15 reset modem = problem unchanged
16 checked for downloads that might inhibit speed found none = issue persists
17 disconnected every pc but one just to be sure = same
18 contacted cable one at this point they had me test speed on there site (see-5)
19 they gave no extra help
20 scratches head...tests everything again result = same really bad internet speed
21 checked multiple pc for malware/spyware/virus none detected = problem unchanged
22 updated windows 8.1 = no change
23 updated web browsers google chrome/internet explorer = no change
24 deleted all programs I recently installed = no change
25 checked task manager for network traffic collectively never went above 5%used
26 attempt to consult those smarter then myself = still in progress
so at this point I don't what to do or what else to test to give me some kind of clue
and every forum I have found has told me to contact customer support and as mentioned
above that was useless(see 18-19) and more confusing considering there test result was
normal(fine) and all my real world tests show that internet speed is lacking quite a bit and not
just some small variation(see 3-4-5-6)
