I have windows 10 I just built my new gaming PC then I went to try Avast free(2016) to see how I like it then I uninstall it and decided to go back go Bitdefender free but when I tried to download it says I need permission from the administrator but my account says I am the sole administrator on this PC. Then I right clicked where I wanted to save Bitdefender to and went into properties and went into the security tab but even there it says I am the administrator. I even tried resetting my PC but it ask for permission form the administrator when I tried downloading it again.

Solution
This is completely normal, and is even common in Windows 8 and 7.

Windows has created a layer of separation to help lock down the OS from viruses.
You could lock down the system even more in UAC if you wanted to require the OS to ask you to allow to do things like open MMC or Device Manager.
So at whatever level you have selected to lock down the system, it will treat your account as a user account for those specific items (like writing to C or Program Files) until you click yes that you wish to perform those actions. This helps restrict viruses from being able to use your Administrator privileges to do whatever it wants.

Ideally for maximum security you should be logged in as a user and enter admin credentials whenever you want to...

it ask me where I wanted to save it and I picked my C drive but the I hti the save button it says I need permission

Ideally for maximum security you should be logged in as a user and enter admin credentials whenever you want to make admin level changes. This is not always practical and thus it is an "ideal" situation.
