I am unable to format my blank Bluray Disc as it has write protection

I have a Bluray burner but I have got to format the Bluray Disc first. I am using Windows 7 but Verbatem Disc BD-Re cannot be formatted as it tells me that that the disc is write protected. My Burner is LG CH12NS

Yes, it's a DVD re-writer. Not a BD writer, unless you got the model wrong. On LGs website that is not a BD burner, reader only. "12X BD-ROM Reading & Max 16x DVD-R Writing Speed"

Read it again carefully and don't assume it means what you want it to mean. I am thinking the writer part is only next to the DVD portion. On the front of this model it states: BD ROM, the ROM part means Read Only Memory.

According to the box its a 12x BD-Rom/DVD rewriter. I have burnt DVD's but the program that I am using Video Studio says that the disc is not empty. I have not had a problem with DVD's. It seems that it is only when I am using a Bluray Disc.

Solution
A BD-ROM means it's a Blu Ray Disk "Read Only Memory".
The DVD Rewriter part means it can read AND write DVDs.
Therefore you cannot burn blu ray disks, only read them.
You need to look for a drive stating BD-R/BD-RW capable.
