I applied HC 151 thermal paste can i use my pc after 2-3 hours i think it will take more time to dry

You can use the PC right after applying the paste. Part of the curing process is letting the paste go through heating/cooling cycles, which happen while you are running the it.

Thermal paste is not supposed to dry.
So don't wait for anything, the cooler should already be on top of it.
If your thermal paste is dry, that means it's not working.
