i bought a zotac gaming GeForce RTX 3070 Twin Edge OC and it the fans randomly speed up for a second and calm down. I used to have a 1650 super that was very quiet and its been very annoying, i have a corsiar h150i rgb pro xt front mounted

Did you try using DDU Uninstaller to remove the Nvidia driver before you took out the 1650 super? Also, please do include your full system specifications including Windows version and build.
