I bought my Imac desktop in Thailand complete with Windows 7 premium OEM disc . Now I have movedback to England and want to load it on my computer here...can I? It says on the package Activation must occur in Southeast Asia

Shouldn't make a difference, if its legal and if it fails to activate online, just ring microsoft up and explain that you have moved, a licence should be area restricted.
