Do you mean the clear cellophane-like plastic that coves the transparent hard plastic part of the GPU shroud? Or the protective covers of the of the displayports and hdmi port? Either way, both of those items should be present, in addition to the covers of the PCIe plug and SLI connector. I've purchased four EVGA graphics cards, and those things have been present in all of them. If you are concerned that your card wasn't new, then simply return the GPU.
