I built a new pc and the monitor won't pick up a signal and the power button won't turn off the computer.

To make sure this is clear, this is a brand new pc that us the first I have built, none of the parts are used and are generally good quality. The pc does turn on with the power button, but it cannot be turned off unless I turn off the power supply. Also, my monitor won't pick up any signal from the pc, and I don't believe it is a problem with the monitor itself or the cords, as I've also tried another monitor and that didn't work either. It should be noted that when I do hold down the power button after a few seconds, the led for the button flashes, as well as some lights in the motherboard and the graphics card turns completely off. However, the lights just come back on after a second or two. The fans are always running.

I ran all of these parts through pcpartpicker.com, and it said that all of the parts were compatible with each other, so I don't think that's the problem either.

Please help me in any way.
