Question I can get great fps in every game, but will still experience occasional stutter.

CSGO for example, on the highest settings I can get up to 300 FPS. But will occasionally drop down to low 200s, and stutter comes with that.
What can I do to ensure completely smooth gameplay?

Include how you're connected to the monitor. Often times people suggest driver re-installations but I'm also seeing people run mid-high end GPU's on dodgy PSU's.
