I can see the refresh rate of my monitor

Hello from some time now i can see my monitors refresh rate.Doesnt matter if i have it on 60 or 75hz both have the same problem.Its a pretty old monitor not even 1080p and i have a gtx 760 gpu.So is the monitor going bad?

What does that even mean? What do you mean you can "see the refresh rate"?

I can see the refresh rate lines.You know when you look through a phones camera on a monitor or tv u see some lines.Well i see them naturally

if it is a old crt yes you could see them due to bad shielding from ac .
