I can t figure out what s my bottleneck in gaming?

So I have this PC

i3 8100
12 gigs of ram
RX 580 - 4gb
1 tb HDD

And I know AC games aren t optimized as well as they should be, but I can t figure out which part is bottlenecking me? I get 50-60 fps in AC: Syndicate no matter if I set graphic settings to low, or high. If I set anti-aliasing too high fps drops to 40. But other than that, game is just stuck at 50-60. I noticed fps drops occurre when there's a lot of people - NPC's on the screen.

So is my cpu a problem or gpu?

If lowering settings has no effect on fps then it's cpu.

Monitor CPU usage per Core to confirm if one is getting to or close to 100%

AC games are well optimised and benefit from more than 4 cores/threads. You are running an entry level cpu with a strong gpu (for 1080p) on cpu heavy games. Lowering settings won’t really help a cpu limitation.
