Was the brightness fully adjustable before you installed Win 8.1? Was it OK in Win 8?

I am asking this because I experienced the exact problem when I went from Win Vista to Win 8 and then to Win 8.1 on a Dell laptop. The display was very dim; almost unreadable. I solved my problem by replacing the entire display with a similar display. Now the brightness controls are fine.

In my laptop I suspect either a faulty "Inverter card" or bad CCFL tubes. http://en.wikipedia.org/wiki/Cold_cathode

My Dell laptop is an older laptop that uses CCFL tubes instead of the newer LED lighting (no inverter required).

Your laptop probably has LED lighting and therefore you need to look at the latest drivers from Toshiba. It will help to contact Toshiba...
